Not all peplum tops are the same. The first one (a high volume peplum top) is a more stiff and thicker fabric. It creates a more drastic angle. This is ideal for women trying to create curves.
The second one (a low volume and longer length) peplum top has fabric that is not as thick, and it flows over the hips adding minimum volume while still achieving a similar silhouette as the first.

A: You would want to draw the eye OUT from the upper body if you have a pear shape. Rectangles could use this if they were also adding volume to lower body for balance.
