Slightly boil the parboiled rice until it’s still firm. Let it cool. 2. Sauté the onion and grated carrot in a little oil until softened. 3. Mix the rice, ground meat, and sautéed vegetables. Season with salt and pepper. 4. Form into meatballs and place them in a baking dish. 5. For the sauce, sauté onion and diced red bell pepper. Add tomato paste, salt, pepper, dry garlic, a pinch of sugar, and enough water to create a sauce. 6. Pour the sauce over the meatballs. 7. Cover with foil and bake at 350°F (175°C) for about 1 hour.
